If it's activity thread like the "post your first art of 2023" thread, then that's fine,and of course posting to your blog is ok, it's just the portfolio threads that you shouldn't post in.
The are usually formatted like "X's art thread",
with the x being the user's name, but sometimes people make other joke titles for the thread (which is probably what confused you).
Basically, if you see a thread that only one person is posting their art in, chances are it's a portfolio thread.

You aren't supposed to post in other people's art threads.
Those are personal portfolios for that specific artist.
Unless it's an open activity thread, you shouldn't be posting your art there.
